Fernando Vargas Olivares
Fernando advise companies on matters relating to foreign trade, customs law, civil law, commercial law and public law. He also represents clients in special administrative procedures involving public entities like the National Customs Service, the Institute of Public Health, the Department of Agriculture, the Ministry of Foreign Affairs, the National Commission of Anti-Dumping and Price Distortion, among others. Fernando is specialized in advising his clients in the initiation of international business and the elaboration of a strategic plan for the negotiation of international and local contracts. Fernando also advise clients to fully exploit the tax benefits derived from the international trade agreements signed by Chile. Finally, Fernando handles requirements of the Law on Transparency in specialized fields of international trade.
Fernando has an extensive experience in the public and the private sector, among which stands out: President of the General Board of Customs of Chile, appointed by the President of the Republic of Chile (2012 – 2013), a court in charge of solving administrative disputes related to customs and tax matters – Director of the Integrated Foreign Trade System of Chile (www.sicexchile.cl) in the Ministry of Finance of Chile (www.hacienda.cl/english.html) (2012) where he led the legal aspects of the project and the organization and implementation of the system – Head of the Judicial Department of the Housing and Urban Authority of Santiago of Chile (2012-2014) – Regional Internal Comptroller of the Housing and Urban Authority of the O’Higgins Region of Chile (2011-2012).

Paula A. Elías Auad.
Paula has focused her professional practice in Environmental Law and Regulatory Law, especially in Hydric Resources Law. With over 11 years of professional experience in the area, she has advised important companies among which there are vineyards, real estate corporations, and retail companies. Furthermore, her practice focuses on corporate and commercial law, with a strong experience linked to the commercial and business areas.
She started her professional legal career as attorney of the Law Firm Jaeger, Joannon, Daiber & Barros Abogados Asociados. Once she earned her degree, she joined the Grupo Quinta, where she worked as in-house lawyer. Her responsibilities focused in particular on the exercise of the rights of use of groundwater, in everything related to the Water Code. In addition, she permanently advises the Geosud Group, a company dedicated to drill boreholes in Chile and Peru. In 2012, she founded the H2O Consulting Group, where she worked as the in-house lawyer leading the area of environmental and corporate law, as well as the company’s brokerage area.
During 2014, in a joint effort with important lawyers in the area, she forms the H2O Abogados Law Firm, where in addition to carrying out tasks related to her practice as a partner in the area of natural resources, she served as CEO. She worked there until 2017. Then, she created the Law Firm Elías Abogados, practicing in the area of natural resources, environment, corporate, business management, and regulatory matters.
